I am having a problem with a Paypal member and hope you can help me figure out what's going on. Six weeks ago I paid for an expensive item using my verified shipping address. After 14 days had gone by with no item received, I called the seller who told me to just "Be patient."
I continued to call and email the seller for the next 2 weeks after that, and when I finally could not get the seller to deliver the item, I filed a chargeback with Paypal. Paypal began their investigation, and AGAIN the seller could not verify that he had sent it and DID NOT have a tracking number of any kind---he said it was TOO EXPENSIVE (45 cents) to put delivery confirmation on the package. He responded to the Paypal investigation by saying he had a Post Office receipt, and that was it.
Paypal is still investigating the problem, but I would like to know what the issue is. How can this seller even have a case, and what can Paypal possibly be investigating without him having any kind of tracking number?
This seems totally ridiculous to me. I would like my money back in full, I can't afford to waste time and money like this. It's been 7 weeks since I sent him payment. I have no idea if he ever sent it or not, but that is not my problem at this point. Thanks for your help.

YOU KNOW IT WAS REALLY NICE TO SEE DAMON POP RIGHT UP WITH AN ANSWER TO THE PERSONS PROBLEM,,,,HOW COME E BAY DON'T HAVE SOMEONE MONITORING OUR PLEASES FOR HELP HERE? THE BAD MOUTHING CERTAINLY WOULD DISAPPEAR I AM SURE AND MAYBE SOME ISSUES COULD ACTUALLY BE ADDRESSED HERE IN A CIVIL MANNER. I think the buyer should be hounding the credit card company if one was used. If a credit card wasn't used this a valuable lesson was learned if the buyer does not get any money back. PayPal can only get money out of the sellers account if there is any in there to get. Most sellers routinely empty their PP accounts.

pretty much as far as i know, with paypal, no dc # no proof. that much said sure paypal will more than likely rule in your favor but if there is no money in the seller pp account then you get nothing. if you paid with a cc then contact your cc company and do a charge back.
i have read from other members that it is wise to empty your pp account prior to doing this. seems pp likes to freeze accounts when people file chargebacks.

Without a Delivery Confirmation, the seller really does not have a case because he can not prove that it was shipped. I do understand that with the rising costs of postage, it can get expensive.

It also takes 30 days from the day of your complaint. I filed one and actually forgot all about it until I had the nice surpise of a reversal from Paypal.
It is a long time to wait, but it is how it works.

Hello again,
I would like to thank Paypaldamon for his fast response and resolution to the problem. I am happy to report that the issue was resolved and I had the funds reversed back into my account as of this morning.
Thanks for all of your input, and I guess this goes to show that if the proper avenues are taken and you are willing to be patient, it is possible to get things worked out. I would encourage anyone else in my position to continue the battle. Thanks again.
