I have a person who has not paid me for 3 weeks. They keep telling me that they are getting the money together and then will pay me through paypal , but there has been a problem with their account. This person has 3 negative feedbacks for doing the exact same thing. Should I file NPB with ebay or give her the benefit of the doubt??? What do you guys do? Do you email them before you file to give them one last chance? Or is 3 weeks too soon to file this and I should give her more time?

You only have 30 days to file an NPB so you had best do it now. 3 weeks is more than enough time for anyone to get money for an auction. The person shouldn't have bid if they didn't have the available cash immediately. File now and move on.

Do it now. I give two weeks if a person doesn't e-mail me back and three weeks if they do e-mail me. Never give any more time than that.
