I am wondering how ebay handles this type of situation.
1) A NPB racks up his 3 warnings, and gets suspended. While being suspended, he gets another warning or two from a few more sellers. Does he max out and get booted off forever?
2) How does Ebay recognize a NPB who gets the boot, but signs up with another credit card? Do they use both the credit card number and address to verify identity? I've heard rumors that people can easily just sign up with another card, but I don't know anyone who has done it, since my friends and relatives seem to be responsible ebayers.

My feelings are that after the third NPB the ebay computer automatically NARU's the ebayer and no futher NPBs are recorded against the ebayer.
The ebayer can then sign up again with another credit card and a free Yahoo or Hot Mail email address. I do not believe ebay has the ability to match names and street addresses on credit cards yet.
The only hope with the NAURed ebayers is that they will eventually run out of credit cards to use.

If eBay catches a previously suspended user sneaking back on, they will "ban" that user ... but they don't have a very good mechanism to catch them (even after they're "banned" so it's really up to the other users to find them and turn them in.
