According to the Announcement page today - EBay is going to start issuing coupons, to auctions in select catagories that accept PayPal. They say the sellers will get their full amount. http://www2.ebay.com/aw/marketing.shtml

We are pleased to announce that in the next few weeks we will introduce coupons issued by eBay and PayPal. We will offer coupons to members occasionally in email, on the eBay website, or in offline promotions. Coupons will give buyers new ways to save, and sellers will benefit from their buyers’ increased spending power.
A few things to keep in mind regarding coupons:
Coupons only work for items that are paid for using PayPal.
All coupons have specific restrictions on how they can be used. For example, there may be a minimum purchase price or a certain category the item must be purchased from. If there is an email address listed on the coupon, the coupon will only work when paying for an item using a PayPal account that has that address registered. Be sure to read the coupon offer carefully.
Currently coupons cannot be combined with other coupons, Gift Certificates, or eBay Anything Points.
Sellers still receive the full payment for their item when a coupon is used.
Coupons will never ask for your account information or financial information.
These coupons may not be bought or sold, and if listed on eBay would violate our coupons policy.
Only coupons from eBay and PayPal are eligible to be redeemed (eBay is unable to honor manufacturer’s coupons).
