Got this off the eBay board thread about MSN:
"When folks go to use their PayPal debit cards, the payment is rejected, but the charge actually goes through and PayPal is deducting the amount from their account," she said. "From what I hear, a call to PayPal does correct the problem, but what a mess!"
If you have attempted to use your card today - CALL PAYPAL!!!!!!!!!!

I would suggest moving your money out of PayPal and into you bank account. I did that this morning. The system still appears to be unstable. Since PP is not federally insured, your money is not safe there. It never has been. PP can freeze accounts seemingly at their discretion. Money in, money out. If you can't afford to lose it - move it.
As for the debit card, I have no idea. I have no intention of trying. What I don't need to do is have to call PP to get money back they've deducted. I only hope my fund withdrawal from this morning worked.

Will let you know shortly heading for the bank. Page is loading up taking several minutes with cable , I can't believe how long it must be taking with a telephone line. No payments for any of my auctions last two days. With ebay they would throw us a bone and give a 1 cent day when things went wrong, what's paypal going to do?

As I posted just a minute ago on another thread, I got in without snags this AM, made a payment, went to the ATM and withdrew cash, all in the last hour - and that's on a dialup connection.
If it makes you feel any better, PayPal "understands the inconvenience" this is causing you. Sure they do. Maybe I'll just forward the bidder emails to them and that way they'll really understand my "inconvenience".

I'm not sure I understand how withdrawing funds from your Paypal balance to your bank account helps if it turns out that there has been a security issue. In that case the bad guys would have your bank account information anyway, if Paypal has it. They could take the funds out of your bank account as easy as taking it from your Paypal balance. Let's just hope that this is a coding error or DOS attack, and not a security problem.

Even worse (for Pay Pal)...wondering (aloud) how much money has been pulled out (by people who were able to access the site before it went down), and how badly this will affect eBay's stock today...better go check on it....

I used my PayPal Debit Card twice today. No problem at the stores, but neither on shows up on my PayPal account.
