I had PayPal put a hold on one of my transactions from last week for $9.00. Do I email the buyer, who has left me feedback and I returned and ask them what is going on?

I would go ahead and contact the buyer. My guess is that you will be screwed.
You will need to provide all of the info that PayPal is asking for if you want even the slightest chance to keep your money. At least you are dealing with a very small amount of money.

is that all you have in your paypal account?/
There are 2 types of hold,partial or complete.
I would ask the bidder what is going on,it wont hurt to ask other sellers if they have the same problem,if so,then the source of your buyer fund is the reason,something smells !!!!

First ask the buyer what's going on. If you don't get a response then move on to the next paragraph.
Provided you used USPS to send this PayPal item so you can lay mail fraud charges in the event of a delivered package being claimed as "non-delivered". The Post Office Inspectors will notify PayPal and request their cooperation in investigating all such cases of mail fraud. Doesn't matter if the amount is $9.00 or $2,500 - the Postal Inspectors will investigate every case (unlike the FBI which has a much higher threshold).

USPS DC just showed it has been swiped at bidder post office,there is no way to prove the bidder has received the item.
The postal carrier misplaced mail all the time,it could end up in the wrong mail box.
ALSO-THE SELLER DID NOT SAY SHE HAS SHIPPED THE ITEM.
