Just had a buyer win an auction that has over 8300 unique feedbacks - and no listings. This woman is strictly a buyer with over 13000 feedbacks - over 200 in the last 30 days.
She wrote to me to get our mailing address because her account is frozen. There is only 1 negative in the last 30 days.

There are four ways to lose your eBay account.
1) Rules Violation of some kind. Shill bidding, off-eBay contact, etc.
2) -4 Feedback total.
3) 3 NPB/FVF Claims against her
4) Not paying your eBay bill (if a seller)
There may be more ways, but thes are the common ones. Obviously your buyer doesn't have #2, but any of the others are possible.
I'd probably vote for #3

Re-reading your post, she may also have meant her PAYPAL account was frozen.
There may indeed be some kind of limit, but not I've heard of before. More likely there is some kind of credit card dispute or chargeback situation involved.
