Seems when I am logged into ebay, from the item listing I can no longer leave feedback, nor can I send an invoice. It just tells me the zip code of the winner. Is this a setting I can change back, I did not realize how often I used these features until I tried to use these features!

log out, log in and it should magically reappear. why, i do not know.

Thanks, it worked. Odd, but at least there is a workaround!
