Never send anything using the receiver's UPS or FedEx account unless it's someone you have dealt with before and trust. If the owner of the account refuses to pay, the bill will come to you. If they can't deliver for any reason the item will come back to you and you will pay shipping both ways. Collect the full amount, including shipping, up front in the form of a Postal Money order. Get the cash in hand before you ship. Remember, you are dealing with a bottomfeeder. Treat him like a customer at the swap meet, cash and carry.
