Hi…I'm Dave DiLullo, a Product Marketing Manager at eBay.
I'm pleased to announce the launch of eBay File Exchange, a new selling tool for high-volume sellers. File Exchange lets sellers list in bulk on eBay by submitting a single flat file containing information about their listings. (You can easily create flat files from an MS Excel spreadsheet, MS Access, or other inventory software.)
With File Exchange, you can list items, revise your listings, mark items as paid, leave feedback, and more, using a flat file (CSV or tab-delimited formats).
File Exchange also helps you track your eBay activity by letting you download sales information as flat files that you can convert to MS Excel, MS Access or other inventory software packages that you use.
File Exchange is a free product. To sign up, sellers must be registered for 90 days and meet certain listing volumes.

From the FAQ page...
Are eBay File Exchange listings eligible for promotions such as Free Listing Day?
Yes. Any eBay File Exchange listing action that is completed before the end of a promotion, such as Free Listing Day, will be eligible for the promotion. Sellers can use the data files to specify a time and date when the listing request should be completed or cancelled that coincides with the end of the promotion.

Yahoo Auctions has had that feature for years. (oh by the way, there are no listing or final value fees at Yahoo auctions, hint hint)

For a semi-programmer like myself, this could be a big deal. I haven't looked at this feature yet, but I might be able to use this feature to eliminate my auction service.
I probably won't have time to deal with it, but it's good to know the option is there.
