I have a seller wanting to charge a fee for using a credit card. I know Paypal does not allow this but I can't find the reference.

I don't think it's a Paypal rule. Instead, it's an Ebay rule. It applies to straight cc transactions as well as Paypal transactions in the U.S. This is to comply with U.S. laws. It's legal to do in some countries, such as U.K.

I thought I read that somewhere....


I do know that I cannot charge a fee or have a "minimum" amount to take credit card purchases, according to the company I have my account with. (Although I have seen others do both.)

I think you can state a minimum amount for types of payment (ie "no credit card or PayPal payments under $10".

Of course, your credit card payment provider might have it's own rules (have to accept any amount).

There is this dollar store I go to and the owner would say no credit card under 5 dollars.
I respect their wish,why makes life difficult for sellers selling low price items??

It's usually the credit card company as well that doesn't allow an additional fee for using their card. I run in to it with auction houses that charge a 10% buyer's premium for cash/checks and 13% for CC transactions.

Most of them word it as a 13% buyer's premium with a 3% discount for cash or check.

A seller can offer a discount for paying with cash but they can't charge a fee for using a credit card. For ANY amount. It's part of the merchant agreement when the merchant agrees to process your credit card charges.

Is a seller allowed to put payment only from a balance on an account or through a deduction from a checking account and say "no payments from credit cards" on their auction page if they have the paypal logo on their auction?

No, they can't say that - if they have Paypal logos in their auction they can't restrict any funding sources.

it does not make any difference where the source of fund come from,Paypal still charges a fee.
