SORRY SHIPPING CHARGES !!! Am I correct that ebay sellers cannot say in their descriptions "I will return all your money except shipping charges?" I had a letter from ebay YEARS ago saying I could not say that or not return shipping charges... BUT I see sellers saying that in their auctions all the time. Has that policy changed?

Probably at one time they had such a policy. But for as long as I can remember, Ebay has gone out of it's way to distance themselves from shipping charges. They don't want to become involved in gouging complaints, so they take the position that shipping is a matter beyond their control, unless there is a glaring pattern of a seller using shipping as a device for fee evasion. Even then, it's almost impossible to get them involved in shipping. There's no profit in shipping for them.
