After 2000 PP transactions, twas bound to happen sooner or later!
Fortunately, it's only for $60, but, as Ralphie so eloquently states: "Moola is moola, ya geezer!"
THE SORRY STORY
HAND SCALE purchased in JULY 05
1) SHIPPED to CONFIRMED ADDRESS
2) SHIPPED within 48 hours
3) SHIPPED with online tracking (UPS GROUND) which shows
4) DELIVERY 6 days after payment receipt.
Never heard a peep outta her until PayPal sent me the notice of UNAUTHORIZED CC USE and put a hold on the $60...
I immediately sent them the tracking number, etc etc...
THIS will be a GOOD TEST of the PayPal SELLERS' UN-PROTECTION PROGRAM, as I'm sure the CC CO will find FOR the buyer (they virtually always do) and I'm curious to see how PayPal will attempt to weasel out of honoring the SPP!
I called PP, and they said, based on 1-4, that they WILL eat the chargeback, but have to give the CC CO the 30 days for the investigation...Yeah, right! And "Dungeon Dick" just joined Amnesty International!

I am so sorry to hear about your woes. What do you think your odds will be with this outcome?
This is way I never trust Paypal and its system. I just recently started accepting again since my sales were totally in the toilet. Did you have a choice whether to accept CC or not? But I read that this will all change as a certain date that you must accept CC or be cancelled.

Call me the eternal optimist but I'll bet you get your $ back. There isn't any way for PayPal to wiggle out of it - you did everything you are supposed to do and now PayPal must do everything its supposed to do. Give them a chance to do right (but do keep us posted)
PS : I had one of those unauthorized use of CC chargebacks too (much less than $60). I never send DC and don't pay any attention to confirmed addresses. Seems to me (and my recall is pretty faulty these days) I DID get the chargeback $ back when I told them where I delivered the card to. (How can they claim unauthorized use when the product is delivered right to their confirmed address??) They would be better off to claim non-receipt.

They should release your funds within 5 days providing you send eDC to confirmed address. I've had a number of unauthorised use claims and have always prevailed.

I currently have over $300 in a couple of these unauthorized use claims which paypal is " Disputing on my behalf ".
One of them, the item was purchased in May, it has been in dispute since september and still NO Money.
Yes, they where all with done within the paypal guidelines.

It really does not matter whether PayPal finds in your favor or not. Statutory Mail Fraud has been committed since the buyer has "obtained goods by deception." File with USPS Postal Inspectors and local law enforcement in buyer's jurisdiction, and you should see an immediate response from the buyer.
From the general experience of other PayPal sellers, PayPal almost always sides with the buyer (whom pay none of the CC fees that keep PayPal in the "green". CC charge backs can occur up to 18 months later depending on the issuing bank. And it's not a matter of 'if', but 'when' you'll get your next one.

If Ralphie & I lose (and I EXPECT TO lose), then this "lady" will definitely get a visit from Officer Un-Friendly!
HAND GRAM SCALES are popular with jewelers ~ unfortunately, they are also popular with some in the "agricultural" biz!
In all likihood, her son or nephew (or EVEN hubby) purchased the item on the sly & then didn't have the XXXXs to admit it to Mommy!

Paypal will lose this chargeback if the credit card owner insists she did not authorise the purchase and does not have the item in possession,and did not sign for it.
Then it is up to Paypal if it will eat the loss of 60 dollars plus the chargeback fee.
Dont waste your time filing complaint with USPS,you have no proof she has the package.

Sorry, didn't spot Tom & Ralphie shipped via UPS so it follows no mail fraud occurred... hanging head in shame and vigorously cleaning eyeglasses
