The UPI block is only for UPI's left within the last 30 day's. Here's a copy of my setting's from my ebay account. Notice it sais "Have received 2 Unpaid Item strikes in the last 30 day's". Go to your account, preferences and click on the show details besides your buyer block preferences. You will probably see the same thing. It just sucks that we can not block bidders that have a certain number of UPI's with NO TIME LIMIT.
Buyer requirements Hide
Block buyers who:
Have a feedback score of -1 or lower
Have received 2 Unpaid Item strikes in the last 30 days

Mike's answer was good, but Fluff doesn't say she can't block the bidder, but says she wont block her - slip of the tongue perhaps or Fluffy pulling a fast one?
How about because Ebay's so slow right now you'll take any bidder dead or alive?

Gee Fluff - you have to tell us soon - I've been checking this board for the answer ever since you posted (because I know it's GOT to be GOOD). My only thought is that you are already planning the FB you are going to give and WHY isn't she NARU after so many UPI's? Otherwise I like ajbook's idea: She runs auctions so high you don't mind the inconvenience of filing for fees. (or not filing - you don't WANT her NARU)...I have to go shopping now (just starting LOL)..I'll check back.

Some random thoughts:
Sellers CAN block bidders who don't pay. There is no rule (yet) that says sellers MUST do so.
In a 99 cent no reserve auction, one bidder more or less can make a huge difference in the ending price and more than offset the listing fees lost on the auctions that have to be UPI'd.
Few bidders win every item they bid on.
So, a deadbeat can actually be a GOOD thing.
I may have to block this lady anyway. Some information has come to light that indicates she may be a sock puppet for a miscreant that I and four other sellers got kicked off eBay. She seems to be setting up her bidding so that she looks like a shill.

It could be an account of a seller with similar or related items.
Kind of like shill bidding, but doing it on other people's items to make the prices high enough that there is a better chance of getting bids on their own items.
