If this email came addressed to your REAL name (not user name) then it is for real...otherwise SCAM!!
At any rate, DONT sign in to any links contained in the email - go directly to ebay and check it out. It should be in your messages if it's real.

Sounds like a spoof. Just log into ebay (not through this email) and check your messages there. If it's not there it is a spoof. Best practice is to NEVER respond to any email that claims to be from ebay or paypal even if it does have your name in it, knows your dog's name, what kind of car you drive or where you live. I only respond to ebay and paypal messages at the source, that being either ebay's or paypal's website. If you never respond to a email the phishers will never get you.

It's a spoof. I have received that exact email many times. Mouse over the link shown. It will reveal an entirely different email address, usually in Germany or the U.K. If Ebay suspects fraud in an account, they will freeze it in a second. They sure won't give you 48 hours advance notice.

Obviously the sender does not speak English as his first language "combat fraud from our community" is one example. Also the word information is used in the plural - not something that that if done in English. Except for coining the word "functionality", Ebay's e-mails are clear, concise and gramatically correct.
