He seems familiar but I can't just figure out who/what this guy is..does any one have ideas?TIA

His face looks like a 3 prong AC outlet. He could be the mascot for an electrical utility or part of a safety campaign.

Thanks all for the help! Now I can't FIND the postcard to look at the back again ...it was pretty blank except a postmark of 1942 (I think) and was published by Tichnor.

I was thinking Popeye related too...or Blondie/Dagwood but none seem to be right

I guess I like him because he is so deco-looking but won't be able to list until he surfaces again (probably filed back with unlisted/unsorted cards).

Looks like he's raising his finger to make a bid. Could be a sniper at a live auction. Or it could be Classic bidding at the IRS auction for the Mustang Ranch in Nevada.
