Does this really prevent an international buyer from bidding or do you have to have them blocked some way?

You can block them in your preferences.

Half of my previous post was eaten. Wierd.
It's best to block instead of just telling people that they are unwelcome to bid because some people won't/don't read but a block will make things clear.

It only blocks bidders registered on other eBays like ebay.co.uk, ebay.com.au, ebay.ca, etc. Doesn't block foreign bidders that registered on ebay.com but have an address outside the USA.

Thanks - turns out he's from Germany but has an address in NY for shipping his purchases.
I drop all international except Germany in case it was a problem. Just hope I don't have any other bidders from Germany - I wouldn't care but shipping would be $1000 or more.

What does it matter if they are from Germany.? So long as they pay in advance. If you dont want paypal, get them to TT the money to your nominated bank account. I do this all the time to about a dozen countries. I have to ship from Australia. It is not that difficult.

It's been my experience that many bidders don't have a clue what it really cost to ship large items internationally. When they get the total price - sometimes that the last we heard of them.

I am about 8,000.miles from the U.S.A. Which means that all my shipping charges are more expensive then what you will pay for shipping to Europe. Germany and most of europe is the same price from Australia.
Europe being a little more expensive then to the usa from Australia.
When i list auctions i always put the shipping cost to u.s.a. this way they cannot say they dont know. In your case you could put a shipping charge in your auction for europe (Germany)or where ever in europe. This way they will have a good idea before they bid.
I also list the price OF shipping at the beginning of the description where they will see it first up. It works well for me. I probably list several thousand auctions a year.

This is a little off-track but I noticed that UK merchandise- will ship to UK only are cluttering up the eBay.com site in regular search. Does not seem fair since my listings which ship worldwide do not show up in a regular UK search.

Agate
What I'm selling tonight (I hope) are 2 very large chairs. Do you sell items that large? If so I would love to know who your shipper is?
I also have a couple of rings made of some type of stones I was hoping to have someone with your expertise identify for me, if you wouldn't mind.

ladyjewels. Some of the articles that i ship can weigh up to 10 tons. one lot was 20 tons.
your talking about a couple of chairs. Probably no more then 100 kilos. Can i suggest that you look at shipping by sea cargo. It will cost you for 1 ton minimum. But it will be a lot cheaper then the $1,000. that you thought it might have been.Yes, it will be a lot slower. Probably take about 4 to 6 weeks to get to Germany. But i suspect it will be less. You can Afford to pack these chairs into a wooden box for security. I can ship 1 ton to Germany for about $250.to about $350.U.S. from Australia. If the customer is willing to pay then there is no problem. I always told them it was going to take a longer amount of time to get there then what i was told it would. And when it got there early they were very happy.
Call a good shipping agent get a quote to his door in Germany. Inc all agents cost. but it will not include any taxes or duty in Germany. Ask him where the nearest port to him is. Then get him to pay all shipping cost to you so you can pay for shipping. This will save your customer about 50% of price if he has to pay in germany.
I ship from 100 to 400 tons a year all over the world, inc china.
I almost forgot. Get a price for air cargo as well. Ask your shipping agent for this price too. not for airmail.
