Well, sooner or later, it was bound to happen. I have a buyer in Japan, who has purchased $140.00 in Christmas Seals from my store with BIN.
They sent me the following email today -
"Hello,kozersky.
I'd like to bid your item "1970 - 1979 Christmas Seals,10 Mint Sheets",too.
But I cannot bid the item because I have bought the maximum-allowed number of your items in the last 10 days.
Would you admit to my bidding this item?
If you can admit,I'd like to buy 2 item.
I'm waiting for your reply.

That would bring the total order to over $170.00 plus shipping. Since there are similar items, they could most likely buy more, once I admit them.
The problem is that the buyer has a feedback of "1"
If I did complete the transaction, shipment would be by Global Priority Mail (has tracking), insured by U-PIC, with seller terms defining requirements for refund (item must be returned), and buyer pays freight both ways.
Any suggestions? I'll consider any and all. ebay store help did say that I could limit payment to a money order. Your opinions?

I've sold several items to buyers in Japan and have never had a problem.
Requiring a money order is probably a good idea.
I had U-PIC (using DSI now) and I'm thinking they don't require tracking numbers for out-of-country orders. I insure a lot of air-letter packages and there's no tracking with those.

I've sold Hundreds of items to Japan and sold there in person. There is a huge cultural motivation to honesty. When I was selling there, I would stand about 10 feet from my sales table selling pins off of my shirt. People would take pins from my table and wait in line to pay me. According to my counts, not a single pin was stolen. I would sell it, encourage them to buy more, and take paypal. Personally, if I've sold to a customer in japan before, I would sell on spec (paid upon delivery). The Japanese usually pay by paypal or postal money order in U.S. Dollars. My bank accepted it with no fee.

Your Japanese buyer can go to his local post office and buy you a US $ denominated postal order and you can cash it at your post office.
If you want to deposit it in your bank account,you should ask first if there is a fee.
