Can someone explain to me why it seems that I am being charged twice, for instance for gasoline, by Pay Pal/ There is an authorization charge and the regular charge. Does the authorization charge get credited back? Thanks!

Yes, it gets credited when the actual charge is submitted. If you pay inside with your card after pumping gas, there is no authorization charge and the actual bill goes through immediately.
For example, if your restaurant bill is $20, they authorize what they think your bill plus tip may be -- say $23. If you actually leave a tip of $5, you will get credit for the $23 when your $25 is submitted. Check your history on PP and you will see.
