I am looking at the bottom of the eBay home page where they list the international sites, and I don't see an eBay for Japan.

Don't they have one? Why not?

Or are there eBay countries that aren't listed down there?

Wow, that was five years ago!

I probably knew about that at the time, but it seems like they would have tried again since then.

From the BBC article: "EBay admitted it had fallen behind Yahoo Japan, the market leader in the country." If they mean that Yahoo Japan has 98.7% of the Japanese online auction market and eBay Japan was fighting for the leftovers then yes, they are a little behind. What the article fails to mention are the poor decisions taken by US management in entering the Japanese market. Many of these same people tried a similar strategy in Hong Kong, New Zealand and China - but again came away with black eyes and empty pockets. Just because you're big in the USA doesn't translate to guaranteed success in other markets.

Yahoo Japan isn't the same creature as Yahoo USA. It's largest shareholder is SoftBank and they dominate in many Asian markets.

It looks like www.bidders.co.jp is ebay's Japanese version.

Does anyone know if ebay owns the site, or just has a marketing agreement with them?

If you want to sell in Japan either sell on Yahoo Japan http://auctions.yahoo.co.jp/ or via your website. Find a few Japanese students to translate your English copy into Nihongo and away you go... piece of cake
