I think it says "lease" he was a photographer who produced many RPPC's of the Badlands area in South Dakota.
Your $100 sale was great! This one isn't so great. There are cave postcard collectors but cave rppc's are fairly common - but you never know. Don't promise Ralphie a t-bone steak just yet.

I am curious about the title though - I couldn't find any reference to the "Foreign Department" as a formation. Also the word "copy" is unusual. I didn't even see the guy standing in the back at first - if you look at the upper left corner I see the silhouette of a COWBOY (Rohrschach test?)
