When the new feedback policy comes into effect, will we sellers be able to give buyers neutrals? Or, are we restricted to positives only?

Thanks all...I had checked the eBay site map/announcements and scrolled down for all of them...was looking for "New Feedback Policy" (or something with the word "feedback"...so scrolled right on by Bill Cobb's words...
