I received this email from a prospective buyer. How do I exempt him so he can bid???

But i can't.
When i tried it, i saw below caution.

This guy is from Korea and says he will pay with PayPal. when I check his feedback, it says private. When I tried to make him exempt it said the user name was NARU. Strange......

If he is in North Korea,you may want to research what is the best way to ship your package!
If you want to do the deal bad enough,do it off Ebay and ask him to wiretansfer the fund.

North Korea? Do the NK powers that be allow the citizenry access to eBay? or PayPal? or mail delivery of nifty-neato luxury items from the evil, decadent West?
