change their Ebay invoices when sending Paypal payment?? Here's the story: I had a customer from Canada win (2) auctions from me a couple of weeks ago. I got a shipping quote, and sent him an Ebay invoice, with the correct shipping amount. Somehow, this customer "ungrouped" my invoice, which Ebay apparently allowed him to do, which then somehow reset the shipping cost to the fixed shipping cost that was specifically stated and listed for USA customers only. He then sent payment via Paypal, paying only for USA shipping cost.
Needless to say I will not be shipping him the item until the shipping cost is paid in full, which he so far is refusing to do. If I get negative feedback from him, Ebay will be hearing from me in no small measure. Anybody else had customers screw around with their invoices? I even have my Ebay preferences specifically set to not allow customers to modify their invoices.

Ebay allows international customers to enter a shipping price if the international shipping rate was not entered on the listing.
I would refund his PayPal payment and then send him a new invoice directly from ebay. that should set the shipping rate so he cannot change it again.

You may have something in your settings checked that allows 'revision of invoice' or words to that effect. I have that area checked so customers can choose Priority or Parcel Post with or without insurance. But I have never had anyone change the amount!! No, you should not send the item until thay pay the correct amount.

I recently had a similar situation. International customer from Germany. I have checkout redirect - checkout through Vendio, with PayPal payment. He did not select, or was not shown shipping choices. The invoice then showed "free" shipping to Germany. Sure, anything for my international friends
I refunded the PayPal payment and immediately sent a PayPal Invoice for the two items he had purchased. Since I use redirect, it is impossible to combine items in an ebay invoice.
I know he understands English, as he leaves feedback in English, so there is no excuse.
He has ignored all my emails, and PayPal reminders, and Vendio reminders. And why should he respond? There are no consequences for nonpayment. Negative feedback from me? Can't do it. File a nonpaying bidder report? Why bother, as ebay will not do much - only help in boxing me in with concern of negative feedback.
I have been in business for others, and then myself, for over 40 years. I do not need someone to look over my shoulder, checking that I maintain a standard of business practices, which enhances their brand. I do not work for ebay.
Fortunately, since he will not pay, or even acknowledge that the order is unwanted, I have the items to sell from my new website. He most likely has done a favor for me, since we have had this problem, I doubt that there would be positive remarks regarding this transaction.
Will I file for my lousy $3.60 in ebay and Vendio VFVs? No, I do not think so. No need to stir up the situation. I'll just make sure that I distance or limit my business from the FVF business model, in the future.

That is true but he can do what one of my customers did - reply to the request with "No, I'm not going to pay this. The he** with you." Then, since he has responded, he can leave you a negative as my customer did.
