The new ebay buyer resolution process is so screwed up that it is more annoying than helpful. But then, why am I surprised???

If you have not tried it yet, don't. Save yourself some time and frustration by using PayPal to open a charge back claim.

I made a purchase June 21 and received a shipping notice 2 days later. July 7, it had still not been delivered, Miami to Panama City FL and the Delivery Confirmation # he sent showed no tracking updates, so I emailed the seller requesting some help. He finally responded after a week and said he had a large amount of packages disappear and that he would send a refund in a few days. It never arrived so I opened a claim using the Resolution Center on July 21st. It has been 24 days and the problem is still not resolved.

The new Resolution Center is annoying as all getout. At first, the process appeared to be much like Paypal's. After opening what I thought was a claim, I received an email saying they would contact the seller and then get back to me. BTW, ebay will send an email to your message box. It will be one of those annoying ALERTS. You know, the ones that you cannot delete and they stay at the top of your mailbox for 30 days.

5 days later, I receive another email from ebay advising me to log into my ebay email account and provide an update. I logged in and had another Alert message. Opened it and found 2 options. Click Here if your issue has been solved or Click Here if you need more help. When I click "I still need help", it does not take me to an email form or even live help. It instructs me to call an ebay 800 number. Doesn't anyone at eBay realize how ridiculous this is?

As usual ebay has it backwards. I bought the item online, I paid for it online, I have been checking for an updated shipping status online, I have contacted the seller online, I filed the complaint online and now you tell me I have to interrupt whatever I am doing to call eBay ?

Depending upon my location, this means I have to log off to free up my phone line and call their 800 number where I am placed on hold. This wastes my time and seriously tests my patience over an issue I should have gone straight to PayPal with.

But back to point, I call their 800 number and talk a nice, understanding guy named Kip who actually speaks English and tells me that he will send one more email to the seller requesting some proof of mailing and if the seller does not respond, I will get my refund in 5 days. I made sure to let Kip know that I had emailed the seller several times,had received no response and had provided more than enough time for the item to be delivered. I also told him that it was pretty dumb that I have to make a phone call to take care of a situation where everything could be handled online.

I hang up to find another Alert email in My Messages saying a claim has been opened. huh? I thought I opened a claim days ago. Grrrr! A few days later, I get another Alert in My Messages asking me if the situation has been resolved. Same form letter as the first with the same 800 #.

5 days later I receive an email from Kip. He said I should receive a refund from ebay in 3 to 5 days. Are you counting days with me here? I was not too happy to hear that I would have to wait another 5 days for ebay to transfer money to my account and told him so. Money comes out of my PayPal account instantly but that it takes eBay 5 days to contact the seller, then opens the claim, gives them another 5 days to respond and then another 3 to 5 days to return my money?

Just to add a little salt to the wound, I received yet another Alert email from ebay requesting a status update. Then a few days layer, I receive a phone call from an ebay rep asking me if the situation has been resolved. They are calling because I have not responded to their emails. WHAT!? This caller did not bother to check and see that Kip and I have been communicating. Surely she could look at the complaint and find that information without bugging me?

Now Kip's 5 days to refund the money back into my PayPal account has come and gone. Perhaps I should open a claim against ebay? I have not yet received the refund but I have received another Alert asking if the situation has been resolved.

Had I filed my claim with PayPal, this issue would have been closed in 10 days. With eBay, I have been dealing with it since July 15 and the only thing I have to show for it is a ticked-off attitude and message box full of Alert emails.

This is part of the new process in which ebay refunds the money to the buyer and then deals with the seller. They make it sound like the refunds would be almost instant?? It sounds like ebay doesn't want to let go of the money at all.
The problem is that even if you went to paypal you would be redirected back to ebay, if I understand how this works.

I thought the new ebay process was instant also but it is not, at least it was not in this instance.

The seller has 40 feedbacks for the last 30 days and 19 of them are negs for non-delivery but he still has not been NRU'd. Most feedbacks said claims had been filed with ebay/paypal. Why the heck is ebay still allowing this person to operate?

As for my refund, I opened a PayPal claim after posting my original post 8/8. I also called PayPal once the claim was opened and told them what was going on but did not mention that I had an open claim with ebay.
Paypal sent me a refund yesterday. I guess next ebay will send me an Alert in a few days asking if the situation has been resolved.

I wonder if Ebay/Paypal is getting in the hot seats with Visa/MC/AMEX due to all the squabbles among sellers and buyers.
If you go to a brick and mortar store,you pay and you take the goods home,if you buy from an established mail order house,they dont charge your credit card until they are ready to ship and there is no such thing as not coming to the phone when customer service dept is open for business.
On Ebay,there is no way to tell if the seller has the goods and ready to ship and allowing seller to accept credit card and not ship within 24 hours is actually a violation of the credit card practice!
This new Ebay buyer resolution policy sounds like EBAY is trying to keep the lid on a garbage can filled with petty squabbles without getting the credit card issuers involved.
I know at one time USPS Fraud Investigation dept is fed up with complaints filed by Ebay buyers/sellers!

Check out my paypal story. I haven't purchased much on ebay the past few years, but it is going to be zero in the future. Paypal offers NO protection for a buyer against bad situations. I am going to purchase from companies where I can use my own credit card and can file a chargeback if I don't get what I ordered. Fortunately, my loss was pretty small....I think ultimately this is going to hurt ebay, especially for bigger ticket items.
