I got a card back "Return to Sender Vacant Unable to forward". The buyer said she was out of town for a while and gave me a P.O. Box in the same city to send it to. Question: Can I just cross out the old address put the P.O box number and new zip and send it without new postage?

The only way you could resend it with the same postage is if the buyer tells you that the address you used is Correct and the post office made the error and you have to reship it to the same address you originally used.

If you need to change the address in anyway then you will need to pay postage on it to ship. If the buyer is asking you to reship it to a different address then the buyer will need to send you the shipping money because it was not your error.

What about PP rule that states you're only protected if you ship to PP address?

Some sellers are protected shipping anywhere as long as they ship with DC.
