can someone please explain this to me
ebay wrote me and said this to me
Dear skylite742:
Earlier this year, eBay announced minimum seller performance standards based on the incidence of low detailed seller ratings. These changes come into effect in April and require sellers to have 1s or 2s for the Item as described DSR on no more than 1% of transactions, and on no more than 2% for each of the other three DSRs.
Currently, your account is below these new minimum standards on your Item as described DSR. This means that you're at risk of having limits placed on your selling activity in April. You can review your DSRs in your Seller Dashboard.
We'd like to help you take steps to improve your scores so that you don't have to face these restrictions. Please keep these best practices in mind:

One of my competitors has 18 negatives and 7 positives for the past month. For the past 12 months he shows 63 negatives, 6 neutrals and 1165 positives.
There is no way he can be in compliance but has over 8300 items in his store.
No...eBay continues to allow folks to send them money. Or at least that is what it seems.

skylite, ebay is now looking at your percentage of low DSRs. You cannot have more than .5% ratings of 1 or 2.
got to your My Ebay page and click on Seller Dashboard then Seller Performance to see your percentages broken out by rating.
I have one ebay account where I only sell new products and I still had some jerk give me a rating of 1 an item. I think ebay should have to review every 1 or 2 rating with both the buyer and seller before they are allowed to let that rating stick. Or better yet, if a buyer feels a transaction is so poor as to rate a 1 or a 2, the buyer should have to return the item for a refund.

It's absolutely crazy.
I say that if someone leaves a 1 or 2 they should have to give a detailed explanation for it. Ebay could then review it and if they don't really have a good reason - ebay could remove it.
