I tried to place my bid and it's not going threw so could you please make sure you left the exempt up so my bid can be placed thanks.

I may have blocked bidders with 10 or less feedback but can't figure out how to change that. She only has 7

Go to 'My EBay'
Use the tab marked Account
Scroll down to Site Preferences
Further down that page is 'Buyer Requirements'

That should be the section you need.
