I came across this buyer when doing some browsing.
"I Will Cancel your bid: If you have a history or any negative feedbacks....especially as a buyer, for no contact or non-paying bidder, I will cancel your bids on my auction. I don't like to take any chances or waste time. SORRY."
Seller's payment instructions & return policy:
All Buyers in North America (USA $10.00 & Canada $16.00) pays a flat rate for shipping and handling. Please e-mail me for shipping options and pricing outside of North America. All shipping is via Canada Post; either by surface for international mostly, air mail or expedited delivery to USA and Canada. No refunds, all sales are final.
Payment must be received within 3 days after the auction ends. Non-payment and non-contact with seller will result in a non paying bidder reported to Ebay.
NOTE: TO ALL USA BIDDERS, please don't contact me about your item(s) until 3 weeks of shipping time has gone by at least, as with customs and standard AIRMAIL, small packages take on average of 3-4 and sometimes up to 8 weeks for packages to arrive depends on how far you live away from me in CANADA. This is an international transaction, and is does NOT take a few days like with mail from USA TO USA if you get your packages under 3 weeks, great, but please read the 'ME' icon on the shipping times.
Shipping Costs are always increasing each year with Canada Post: and the cheapest to the USA is standard airmail, and it does NOT have tracking from Canada to the USA...and if you want tracking is it generally ~ $5.00 more of so to your total cost, so please let me know what method of shipping you prefer.

I don't think anyone in the USA is going to pay $10 to have it shipped when most sellers in the USA charge $2 to $3 & it is easily found here.

Everything about this seller is exactly what eBay has tried to avoid. They are breaking just about every single eBay policy and should be reported.

I still see some sellers who have not updated their terms like 3 ,7 days return.
Or charge extra for insurance .
