do you think they should promote their years in business as both names or just the new one?

That depends...

1) If it is the same Principals PLUS the following

2) If they are in the same physical location?

3) How much of a name change ie: ABC Co (2009)Ltd to ABC Co (2013)Ltd
or if it is a radical change ie: ABC Co. Ltd to Betty's Cookies Ltd?

I think it makes good biz sense to advertise under both names.
