Is the discount given based on how each item is listed and sold, or does a seller have to have all of their listings meeting the requirement to qualify for the discount applied at the end?
I have almost all of my items as 1 day with 14 day return, but have about 10-15 items that are impossible to get shipped out, or even have tracking info made in 1 day due to packing restrictions (having to order packing materials and get all shipping logistics finalized after it has been packed).

It should tell you on your My Ebay page whether you qualify as a Top Rated Seller "PLUS" that is when you get the discount. It will tell you which items need to be changed in order to qualify.

You should get the discount on all but the 10-15 items.
I have a small number of items that are "no return accepted". I get the discount on all but those.
And you need the TRS status as well as merrie said.
