There is a fear that a large American military presence in Pakistan might provoke Islamic radicals in the area. Because of a concern about the increased anti-American sentiment in the region, the US and Pakistan are now planning on a modest use of Pakistani installations.

The Saudis don't want any offensive actions taken off their soil.
Nobody has the guts to tell them "Fine we will just remove all our people and when you
have a problem with Saddam or anyone else don't call us you alimentary terminations."
