Bush Declares: 'We Do Not Torture'

PANAMA CITY, Panama (AP) - President Bush vigorously defended U.S. interrogation practices in the war on terror Monday and lobbied against a congressional drive to outlaw torture.
"There's an enemy that lurks and plots and plans and wants to hurt America again," Bush said. "So you bet we will aggressively pursue them but we will do so under the law."
He declared, "We do not torture."
Over White House opposition, the Senate has passed legislation banning torture. With Vice President Dick Cheney as the point man, the administration is seeking an exemption for the CIA. It was recently disclosed that the spy agency maintains a network of prisons in eastern Europe and Asia, where it holds terrorist suspects.
The European Union is investigating the reports, which have not been confirmed by the White House.
"Our country is at war and our government has the obligation to protect the American people," Bush said. "Any activity we conduct is within the law. We do not torture."
Bush pointedly noted that Congress as well as the White House has an obligation to protect U.S. citizens.
Not only is the Republican-controlled Congress challenging an element of Bush's policy, but the Supreme Court agreed Monday to consider a challenge to the administration's handling of military tribunals for foreign terror suspects. The case, which won't be decided for months, is a major test of presidential wartime powers.
The United States is holding hundreds of foreign terrorism suspects, also, at the military base at Guantanamo Bay, Cuba.
Bush spoke at a news conference with Panamanian President Martin Torrijos on last day of five-day Latin America trip. Bush was ending the day in Virginia, where he was to campaign for Republican gubernatorial candidate Jerry Kilgore just ahead of Election Day.
On another issue, Bush ducked a question about the CIA leak investigation, declining to say whether he has lived up to his campaign pledge in 2000 to abide by the spirit of federal ethics laws.
"We take this investigation very seriously and we'll continue to cooperate during the investigation," he said.

America does NOT torture prisoners of war. Since those we are fighting are terrorists (aligned to no known country and are not wearing uniforms of any know country) they are not covered under those rules of protection.
I gave my liberal neighbors son a book for his birthday. He went crazy trying to find where to put the batteries.

Torture, information gotten from Torture is questionable at best. Our intelligent agencies have all said that.
Even when both Bush/Cheney were told that torture information was questionable at best. It didn't stop them from using it to start a WAR.
Start torturing a person and most people will TELL YOU ANYTHING YOU WANT TO HEAR.

Ron, about our intelligence knowing a lie from the truth.
A couple weeks ago based on intelligence information, New York City spent millions on a lie.
That time in New York intelligence didn't pan out.
According to CON-servatives neither did intelligence about starting the Iraq war pan out.
If our intelligent agencies say Torture info is questionable at best. I and other Americans are suppose to believe your CON-servative view point.
Are Americans suppose to believe the CON-servatives lawmakers? Lawmakers that have blocked an investigation into pre Iraq War intelligence and how it was used.

Terrorists are not POWs
By Professor John Yoo
Suppose that the United States captures a high-level al-Qaeda leader who knows the location of a weapon of mass destruction in an American city. Sen. John McCain's amendment would prevent the president from taking necessary measures — short of torture — to elicit its location.
To protect the United States against another 9/11-style attack, it makes little sense to deprive ourselves of important, and legal, means to detect and prevent terrorist attacks. Physical and mental abuse is clearly illegal. But should we also take off the table interrogation methods that fall short of torture — such as isolation, physical labor, or plea bargains — but go beyond mere questioning?
While the impulse behind the McCain amendment is worthy, it would not have prevented the abuses at Iraq's Abu Ghraib prison, which were unrelated to interrogations. Those abuses resulted from sadistic behavior on the "night shift" and were illegal.
The Geneva Conventions — which already prohibit the torture or cruel, inhumane or degrading treatment of prisoners — clearly apply in Iraq.
McCain's only real effect would be to limit the interrogation of al-Qaeda terrorists. They are not prisoners of war under Geneva, but a stateless network of religious extremists who do not obey the laws of war, who hide among peaceful populations, and who seek to launch surprise attacks on civilian targets. They have no armed forces to attack, no territory to defend, and no fear of killing themselves in their attacks.
Information is the primary weapon in this new conflict. Intelligence gathered from captured operatives may present the most effective means of stopping terrorist attacks. We should not deprive our military and intelligence agencies of the flexibility to prevent another attack, one perhaps using weapons of mass destruction, on an American city by a terrible and unprecedented enemy.

Another neocon misperception. Most Americans want this country to go to war based on factual information, and are willing to give up something for the cause unlike you whiny neocons here that cry about paying a few dollars more in taxes everytime a tax hike is mentioned. Most Americans supported the war in Afghanistan as just. The president decided that taking out Al Qaeda and Osama wasn't a priority. So he took us to Iraq where there were no WMDs, a secular Muslim country who didn't support extremist factions of Islam. On Bush's watch we have lost over 2000 Americans + another 120,000 plus Iraqi civilians, we have no exit strategy to remove our troops, and every single day more and more of our brothers, sisters, sons, daughters, friends continue to die because we have to "stay the course". A course that should have never been taken in the first place considering that 1) It has moved our military resources away from protecting us. 2) Homeland Security is a joke. 3) We are less prepared to handle an emergency on our land than we ever were 4) North Korea Nukes 5) Iran Nukes 6) Bird Flu... etc.
You can point fingers all you want, but the truth is that this Administration has been a miserable failure in just about every single thing they have done since taking office... with two exceptions 1) they were better at smear campaigns than the Democrats were at running a campaign 2) Bush has put money towards AIDS in Africa. #2 is still up for grabs since Bush's base doesn't want to distibute condoms or any other use of prevention with the exception of "abstinence" which obviously will never work.

That was a big item during his re-election campaign. Even after his round the country tour, it was a flop.
