The Port Authority of New York and New Jersey is having trouble finding tenants for the Freedom Tower, the 1,776-foot building planned for the World Trade Center site, The Wall Street Journal reports. "Private businesses scoffed at locating in a tall, high-profile building on the site of two terrorist attacks," the Journal reports, and the Port Authority itself is "opting instead for less-visible buildings on the Ground Zero site."
As a result, the tower is "likely to be a government citadel housing federal law-enforcement groups among other government agencies--possibly enhancing its profile as a terrorist target."

Here's a crazy thought: Why not make a floor or two near the top into a supermax prison, and use it to house Zacarias Moussaoui and other convicted terrorists?
