Since we now have to pay to receive payments, shouldn't we have the right to refuse unwanted payments?

If we can't refuse payments, what would prevent some PITA from sending us 100 1c payments? At 25c each I'd be out $25 in fees (actually $24 since I'd have his 100 pennies).

This request has been given to product. No ETA has been established at this time or if it is going to be implemented, but it has been requested.
