It appears that PayPal have announced that they will go International by Halloween.
Does this mean that only US based sellers will be able to accept international payments or does it mean (I hope) that sellers based OUTSIDE of the USA will now be able to use PayPal as a payment service for their buyers in the same way that a US based seller can?

Hi,

International will be able to send and receive payments based on the specs that I have seen.
