I am currently using the "Pay as you go" plan. If I were to change to the $12.95 per month variable rate Premium Plan, would I be able to upload images to use as custom backgrounds for auction templates?

With the Pay-as-You-Go plan, you already have access to the templates. If you want to have back ground images hosted with us, that is also available with the Pay-as-You-Go plan. It may be cheaper to get into the $12.95 plan to host your back ground image/s but I'm not sure how many images you're needing to hosting or how many auctions you post.
With some more detail on this area, I can give a better recommendation on the best/cheapest plan for you.

How can I check on pricing for background image hosting, using the "Pay as you go" plan? Is it priced on a "per image" basis?
