I paid for an auction I won on March 10 via Paypal and have proof of the transaction posted in my history with all the details. The seller claims he mailed my item and it must have gotten lost, but he has no record in his mail log, so he would send another. I have been waiting on my item, and now the seller says he didn't receive my payment- that PayPal did not credit it to his account and now says he didn't mail the item. I am also waiting on another item he claims was lost in the mail from an auction that ended on Feb. 17th. (I didn't pay that one with PayPal). I think he may be stalling for time so I cannot leave a negative feedback or report this to Paypal since there is only 30 days to do so. My question is how can I find out if he did indeed receive his payment. I have emailed Paypal, but I need to know ASAP so I will have time to take appropriate action.

Here's how I would do it. Log on to your PayPal account, click on 'History' and locate the transaction. Once you've located the transaction it should say 'complete' if it does the person did receive the payment. You can double click on the 'complete' and it will give you all the details of the transaction. You could save that page as a file and then attach it to an email sending it to the seller saying this is your receipt and payment WAS made and your proof of such.
I did look up the history and sent him a copy of the page. It shows the transaction number, his name and that he is a verified member and all the rest of the information. Does this confirm that he did receive payment? I think he is giving me the run-around because the item I won sold for quite a low price, and he possibly doesn't want to sell it for that amount.
1. Payment reads as completed
2. Name shows, as well as the email address. of the party. If the payment was not received, it would not read as completed.

Apparently he did receive payment, because the history says it was completed. I guess the next step is to report this to PayPal and eBay if he insists he didn't receive payment.
