Aside from the general store information where you add tags, keywords, etc., can these things be added via sales manager/inventory in the html editor for each individual listing/item?

Hello Leslie,
It is not possible to add keywords to a specific section for your Vendio Store inventory items. Please be sure to use descriptive titles for the items, and include the relevant words there.

Is there any reason why I can't submit individual pages to search engines provided they don't require tags? Would it work?
Your Vendio Store items are currently sent to Google Product Search (formerly Froogle) automatically every day. If you have a Shopzilla account, you can also set up your Vendio account to automatically send your Store items to Shopzilla for you. For other search engines, you would need to contact them to find out what they require.
