The coupons are able to define only a specific value discount at this time, and are not able to discount a specific service (like shipping) or option (like adding a specific item to the cart) unfortunately.
You could of course create a coupon that discounted a specific value based on expected shipping values, if you used fixed shipping rates and were intending the coupon to be used on specific items.
