I just filed a complaint against a seller that has 6 negative ratings THIS WEEK alone. Until the last of June he was ok, then nobody has received a thing from him. This guy is pulling down big bucks per auction and the feedback he's getting is hair raising. Yahoo is still allowing him to sell, but most importantly they are going to deduct $25.00 from my refund if and when I get one. Yahoo just lost my business. Yahoo Buyer Sharon_841.

yahoo customer service stinks,always have and always will.
they claim they are grooming their future management to take over the show.

Yahoo states that the $25.00 deductable is for cost, admin, investigation and so on. No other auction house does this when a legitimate claim has been filed. Bad Businsess.

I am not clear as to why you would you would be receiving a refund from Yahoo in this matter. Was your payment through PayDirect?

Unfortunately Yahoo doesn't block anyone from selling unless they reach a neg 3 total rating. If he has 50 pos he would have to get 53 negs to reach neg 3.
I'm unclear what you mean by no other auction house has a deductible on their insurance. eBay's was $25 last time I checked, Yahoo's has always been $25, Carnaby's is $20 and I'm not aware of any other site that even has buyer ins coverage.
Sorry for your trouble, I hope you will also file a fraud claim with the FBI's Internet Fraud site.
How much money has he ripped off from the buyers that gave him negs and what's his total rating now?
