YES YES. 1st...paypal changed my account to business w/o my knowledge and charged fees for 2 months before I figured it out. 2nd..
They paid for an auction twice from my debit card and ended up overdrawing my bank account for which I incurred another fee. They will not respond to emails and I feel that they are definitely hiding something or on their way out...What horror stories! Please add me to your lawsuit list..I certainly have proof of their offense and cancelled my account with them immediately.

Let me tell you a sad story that has happened to me.

I sold computers on an auction site. I had a great name and great rating. All was going great I was selling 10-20 systems a week. I had set paypal to electronically deposit all funds to my bank to speed up orders. When someone wins the bid they get an auto e-mail sent telling them how to send funds, blah blah blah.

Well, I was out of town knowing that all was well. Well, when I got home I had one of the best weeks of selling systems. We sold over $6500 in computers, and I had all the money in my account I check on OCT 3. So I had ordered all the parts (COD) so I can fill all orders. Then on the night of OCT 4th I signed on paypal and found my account blocked. My heart sunk! I called the 800 # to see what happened. My first thought was someone hacked my account. Once I spoke with some @ paypal I was told that the dept. that blocked my account in not located in that state, I was told NOTHING.

Just to wait for paypal to contact me. At this point I have not notified any of my buyer, I thought this would be fixed in a day or so. Well, just like the person who posted a remark here. I was buying some diet coke and paid with my ATM card, and found there was NO money. My bank was located in the store I was in, I then went to my bank to see if there was an error in my adding when I made a deposit. I then found out that My bank account was $2700 over drawn. Paypal had reversed ALL transaction for the past 30 days, My bank then froze ALL by account.

I was penniless. No kidding. I had no access to any of my money in checking and saving. I spoke to the manager and she informed me that paypal CAN reverse any deposits up too 6 month, So my account is froze for 6 month NO KIDDING, I was pissed. Please take note.. I have shipped all orders for the past 20 days and the money that paypal took out of my account, those order have been filled, I lost the money and the computers. The buyer got their orders and paypal got the money

So I again sent a very pissed e-mail to all those paypal address below, I got NO response. BUT I still have auctions ending and all the buyers are still putting funds into my BLOCKED account, and paypal kept taking all the money. Now over $9700. I still have orders to fill but I cannot access any of my buyers who paid before OCT 4th, I cannot get any address to fill orders. I know I cannot e-mail all buyers and ask for the shipping info when I have NO proof if they even paid or even if the payment was the right amount.

Plus I did not want to scare the buyers. I have sent over 100 e-mail to paypal and still nothing, I then got an e-mail asking me for my driver Lic # SS# and proof of address, I sent an e-mail stating, " You never requested that info before you had all my money and Now you want to know who I am. I don't think so" So know I am getting pissed off e-mail from all my buyers saying "Hey where's my computer," I still keep quite about the paypal problem, The on OCT 25 I get an e-mail from paypal Stating that They JUST froze my account due to 2 complaints. I sent an e-mail stating that those complaints are due to the fact that you have blocked my account and have all their money I cannot fill any orders. And to this date I have still heard nothing. I had to close my business and have sent all buyer the truth and am helping them to get their money back. Many of them still this I scammed them

I have included all the e-mail to and from paypal, Just a little note this [email protected] I was e-mailing changed her address to stop me from e-mailing her.

Below is an e-mail I HAD to send my buyers and all the e-mail sent to and from paypal

------------------------------------------------------------------

To all of our Buyer,
This is our update, A lot has happen. Please be aware That I have not done nothing wrong. We have tried to contact paypal about growing problems we have experienced with withdrawing your payments. I have not told many of you about the problem with paypal. I believed the problem would have been fixed by now. I believe in the truth in honesty. I will give all you the events as they happened. But I MUST stress, I have not done anything to scam anyone and would NEVER risk my freedom for a few $1000's. dollars. As of today there is over $6500. in my account I cannot access, that is YOUR MONEY, There is more then enough for everyone to receive a full refund, plus interest. I believe everyone will get ALL your money back, For many reasons.

On and around the end of Sept. 00 paypal blocked my account from withdrawing and sending money request. I have called over 20 times the # I called is (888) 221-1161
and have got the run around, I was told that I would be contacted by paypal. Well, as of today it has NEVER happened. I Findlay got a name and an e-mail address Ginny Lee, [email protected] I set her about 10 e-mails demanding this be resolved. It has never happened, in fact she changed her e-mail address. a buyer of mine told me she would e-mail [email protected] . but she has still never received the refund. I have sent e-mails to the following paypal e-mail address's as you will see below. [email protected], [email protected], [email protected], [email protected], [email protected], I have never got an honest answer... So all of you now what I have done on your behalf.
I have included all e-mails sent to paypal.

Also I have learned from a lawyer that if you paid with a credit card you can dispute the transaction. I would request you all do that. I think that will make paypal do something. Also paypal does have insurance, I also request you all file a claim with them. I will assist you in anyway. I know this is a HUGE mess, please don't say "Well I was scammed and forget about it." E-mail paypal to the address's I have listed above and demand you get your money back, tell them you know the funds were never taken out and to reverse the transaction. Please use this reference # paypal has assigned me.

(KMM4586890C0KM)

I have got some real hate mail from some of you and I understand I have lost my business because of paypal and their not willing to do anything, But I have been trying my best, but it''s time those of you who have not received your order know this is why. I have been locked out of my paypal account without any notice or reason. Buyer oilman1rob gave me this phone # PLEASE CONTACT AMY "THE FINANCIAL MANAGER" AT PAYPAL
1-888-221-1161 ext. 2052. But she is Never there. I have also tried to call paypal in north Calif. But that # is busy 24 hours a day. I have come to the conclusion paypal has NO idea what the right or left hand is doing. Please e-mail me with any info you may have or suggestions, if any of you have received a refund please e-mail me and tell me how you did it and I will pass it on. I don't have access to my account So I have no idea. But be aware paypal not willing to do much.

Here is a time line of what I have sent paypal.

I sent you all info requested last weekend. My customers are getting restless. I have informed them that there is a delay, (not telling them what), I have offered a full refund to those who will not wait, I have 2 so far who have requested refunds, I have sent them a check with my own money, but their money is being held by paypal. All I ask is that the account be unrestricted soon, our you'll be bombarded with complaints about me and that will not be my doing... Because I cannot issue refund, or fill orders if I don't have access to funds.

Thanks for your time

Please issue all paypal money request, my buyers are SO FEED UP with me delaying their order due to the fact paypal WILL NOT RELEASE "THEIR " funds.
I have done all you asked you wanted proof that orders were shipped, I gave you tracking info, Then you want more.

SO I think it would be best since paypal has damaged my good name and feedback. That all buyer get their money back if that choose, I will be e-mailing ALL buyers to see if they want a full refund, because it's their money. Or wait paypal out to see if paypal will ever release the funds. But most of them want their money back. It's their money, so it's up to them. I am very disappointed with paypal, because I was told that my account would be unrestricted if I gave proof on items shipped.

I E-mailed tracking info and all items were in fact shipped. Then now you want more info from me. Will it ever stop?

I am giving paypal permission to pay all money request, They will all be refunds ... due to your long delay. Please send me response to let me know they will be paid.

Please check my account before sending me these damn e-mails YOU HAVE BLOCKED MAY ACCOUNT. Over 2 months ago that's why you have all these complaints I cannot ACCESS ANY INFO, FILL ANY ORDERS, SHIP ANYTHING, REFUND ANYONE I DON'T HAVE THEIR MONEY YOU DO. Now NON-paypal is letting people keep putting money in my account but refused to let me access the money to fill orders. NOW ALL buyer want their money back and I told them to RAISE HELL until they get it back. How can NON-Paypal, block a person's account, let people keep adding to it and the refuse to let me fill the orders. How does it feel to KILL a mans livelihood? Does it make you feel powerful?

As of today I have yet to be told why this has happened, why I cannot have access to the over $6500 in my account and now all my buyers are pissed off at me. All this so paypal can collect the interest off MY MONEY. It sure seem like NON-paypal is committing a crime. I tend to drive to your northern Calif. offer and GET MY MONEY BACK... Your all crooks. Let me guess I get the generic e-mail back.

Sorry but your account is being reviewed (for over 2 month) and we will contact you if we have any questions. Sure, right. I am still waiting 60 days later. Kind of what Hitler did to the Jews right. "hey just sit in these showers and will contact you later". Well, I say to you and NON-paypal HIAA Hitler. It sure would be great if I got a phone # to actually talk to someone, but I know your busy "BBQ" people and their business. So I guess I just wait for your generic e-mail and like the Jews wait for the all mighty NON-paypal to let me out of the showers. I WANT A PHONE # and a contact person NOW......

Very F-ing pissed off

I have $4000 frozen in my paypal account. All attempts to establish communications with them failed. I wasted many hours on the phone with various customer service reps and their supervisors. I have sent dozens of e-mails and faxes.

I have NEVER experienced anything like it! I feel like I am dealing with a CIA covert operation. I feel cheated. I feel like I've been scammed.

I don't want to repeat my story here. It is very much like the original message that started this thread. The important part is that PayPal seems to feel that they can get away with anything.
I would love to join in your lawsuite against paypal. Please contact me via e-mail: [email protected]

I never realized that this kind of problem is surfacing with such a successful company as PayPal. Unfortunately, as time goes on, PayPal, like many up-and-coming businesses, is getting to legal troubles early in their growth. This will likely be the ruin of a company with an initially well-meant service.

I signed up with PAYPAL about two weeks ago, and I could not believe how long they took to clear an electronic check. They insisted that I add a credit card and deposit funds in order to "back up" these funds. Well I added $100 and it took 5 literal business days to clear. On the third day, my check had already been deducted from my bank. I complained with an email and they responded with very detailed procedures on how they go about bundling a bulk of echeck requests at one time per day, and send them off together. They did not give an exact reason why, but it is apparent that might save money. However, an e-check should clear within 24 hours. Whatever they are doing is unorthodox.

They also require a social security number in order to enjoy interest. This in itself is a federal offense, and violates the Social Security Privacy Act. This Act maintains that any privelege and/or right withheld from an individual, i.e., bank account, because of failure to disclose a social security number is in violation of this Act. The Act even spells out detailed remedies: $1000 per offense. I know this is true because an older friend of mine attempted to open up a bank account in Chicago but was rejected because of failure to disclose SS information. He immediately drafted up a lawsuit, pro se, and sent a copy to them along with a letter stating that this would be filed in the Federal District Court if he is denied ever again an account because of not supplying confidential information. Immediately, the bank assigned him a checking account, he turned down the interest bearing offer, and took the non-interest form, and the bank created a dummy number in place of the SS number.

PAYPAL commits the same offense dozens of times over.

I will be cancelling my account with PAYPAL soon.

hello,

im glad to have read these complaints.
I posted a message a few minutes ago, but then proceeded to read a few more messages regarding our problems with PAYPAL. The previous message I created was my freedom of speech being held.

I am going to print out these and other posts and create a proposal for the Justice Department. I believe that if a lawsuit were to take place, individual or class-action, it would take its effect rather slowly and gradual. I believe if the Department of Justice is properly notified according to procedure, PAYPAL will answer for any errors alleged to have been committed even before stepping into a courtroom.

I am not a lawyer, but I am effective.
I will only draft and send a proposal to the correct party.

thanks
AG

I made a payment with PayPal to someone selling Electronic Equipment.

He sent me many emails with descriptions and prices.

After he got my money from Paypal I got nothing.. no product no email, I was scammed.

So I called Paypal, they say I'm out the $455 dollars because he was unverified. Why does paypal give him money if he is 'unverified'.

Is this right?? Someone please help.

SB69454: this has to do with Paypal's fairy tale about verification and protection. They originally claimed that verification was to YOUR benefit to protect you from fraud. It has become evident that this is actually for Paypal's benefit. By suckering lots of folks into giving them their bank accounts, they now have even more ways of taking your money when they screw up. This seller, verified or not, received money from Paypal. They either paid him electronically, sent him a check or credited his credit card. In any case, they know who he is and have the ability to do something about it. But why should they, when it is YOU who is out the money?

I thought I would use PayPal for eBay. I got verified. Well that was a couple of weeks ago, and now, I just got off the phone with my bank. They are putting a block on my account to stop PayPal access. PayPal tried to deduct funds via ACH from my account without my authorization. I have done some research (that I should have done before I signed up with PayPal) and am astounded at the volume and severity of complaints that I have located just searching for an hour or two. Somebody needs to stop these kind of unscrupulous people. They have obviously positioned themselves carefully outside of most of the consumer protection laws, and are managing to tie up large amounts of other people's money, fraudulently, while they collect income on that money. They are even soliciting money for deposit in a "money market fund" in a manner that sidesteps all SEC protections. Take a look at their "requirements" now to get the much touted $5.00 signup reward. I wonder how many million dollars they are improperly holding on to, to earn them income. This is scam of the worst kind.

I won't tell my entire story, but basically they have stolen about $3000 from me, and not responded to my emails in 3 months. It is ridiculous that they do not provide a phone number to call the account review department if they do not return your emails in over three months!

Would someone please let me know what I need to tell my bank in order to restrict PayPal from reversing tranactions. After reading about all of the problems I immediatly went and withdrew all monies out of my account with them. Hopefully within 3-4 business days I will have it in my account at my bank and I would very much like it to stay there. Any help would be appreciated. Thanks Lee.

My paypal account was taken over by hackers at the end of October. I answered an e-mail that claimed to be from paypal offering $10.00. When I clicked on it, it asked for my user ID and password. When I entered these, the screen went blank and I didn't think much about it until three weeks later. I logged onto my paypal account because I was not receiving "you've got cash" notices. 3 payments had gone in that I had no notification of, however, there was a different e-mail address on my account and an extra $1900.00?! I notified paypal that night of the false address and extra money and was informed the next day by e-mail that there was no problem on my account. That night, access to my account was denied and in terror, I called my bank and was informed that $850.00 had been removed without my authorization by paypal. Many attempts had been made to withdraw funds from my credit card as well. Long story shortened, I had paypal freeze my account at that time. I have made at least 20 phonecalls at different times to them pleading with them to refund MY funds that were in my account when it was taken over, remove my e-mail address from the account and to give me another account so that I can start selling again. I have gotten nowhere FAST! I noticed on epinions.com that there service has 4 out of 5 stars!! It is hard to believe that with so many complaints, they are still rated so high. (84% recommendation) Has anyone else had fraud on their account?

Instead of upgrading to their premier account why not stay with the old one and state in your auctions that you'll accept pay pal but only from a bank account or pay pal account (these are unlimited) This way you have no fees to pay and you still have $100.00 in credit card transactions that renews every month. If your customers want to pay with pay pal, let them, just tell them how. Don't give Pay Pal or ANYONE information they DON'T NEED. Good luck!

Anyone who puts money electronically into your account can reverse the transaction within a certain amount of time. The problem is that Paypal has been accused of doing this long after the legal deadline. PP's goal is to gain control of your bank account so they can protect themselves. They do sneaky things like change the default payment option to bank account from credit card. This protects them because it is much harder to charge back a bank account payment than a CC payment (not to mention that it is cheaper for them).
I have heard of sellers having their bank accounts accessed when the buyer does a charge back without the seller ever being notified. Read this page and particularly the Wall St Journal article.

I'm having the same problem. My PAYPAL account was hacked into and within 2 days an enoramous amount of money was taken from my checking account and Master Card. The crooks purchased items on ebay and payed with my money and had the items sent to them. I had to close out my accounts and I was fortunate that my banker was able to send back the charges. I then (such a fool I am) gave paypal my new checking account and Master card numbers and they recharged all those charges on them. I then closed out my master card but they would allow me to close my checking account and now have my account restricted! I have sent so many emails and paid for so many phone calls. When I DO GET A response from them (email)you can tell they never listen to what I say. I have a phone number for their FRAUD department but they have only returned my all too many numberous phone calls, three times. Never was any solution given.I'm ready for a lawyer myself. Please get in touch with me. [email protected]
Sincerely,
Patti Shannon

Im sorry to hear about your issues, and just wanted to let you know that there are other people have had a wonderfull experiance dealing with pay-pal.

Grab hold of this one--- My account was restricted on 1/8/01 due "reports of suspicious activity" on the credit card used to pay a transaction three months ago. I posted a NastyGram here on AuctionWatch, and the next day I received an email from a reporter from a prominent national publication who had seen my posting and wanted to get some backround. We spoke on Wednesday, 1/10. She spoke with PP on Friday, 1/12, and mentioned my case in particular. Mysteriously, my account restriction was lifted on Saturday! No explanation, no nothing, just an email telling me that their "investigation" had been completed... Naturally, I immediately cleaned out my account, and these guys have seen the last of me. I say PayPal members better pull their accounts now, 'cuz whatever money IS there will be eaten up by the legal fees of their defense lawyers when the lawsuits begin...
ps: sorry, folks, but the reporter has requested that I NOT pass on any contact info, but rest assured that she has been monitoring PP for six months, and has done a pretty fair amount of digging. PP appears to be operating without any supervisory governing authority, and the California State Attorney General's Office, as well as the local offices of the Better Business Bureau, are well aware of it. Hope springs eternal!

Kramerfamily: I assume you are talking about the Wall St Journal story which is already being circulated. I posted it on my site and you can get to it from the paypal page http://www.ygoodman.com/paypal.html
It has already been sent to pp upper management and some of their bigger investors. That reporter also called me and I gave her quite a few other people to talk to. PP is finally getting the reviews they deserve and they are taking notice. Right now there is a seller on the OTWA board whose account was restricted because a customer complained. PP first froze his account, made him jump through hoops to find out why and now that he has sent them proof of delivery, they are still not telling him when the restriction will be lifted. But Damon did tell him to keep shipping merchandise to folks who are paying into his restricted account, even though he can't touch the money. If it isnt illegal, it's certainly unethical.

I'm still surprise some people do believe in
PP Damon. Don't you understand, he is one from PP jerks and using the same tactics.
He choosing selectively someone and make it
happen. Than make everybody pray on Damon. Ones
he asked me to give him my information and never reply. Hey Damon, I know you read all
this and you know I'm right, because you cannot go over John Kotanek, another probably
the biggest jerk in PayPutz industry. But I
never thought, that you are coward. You didn't
reply with simple "SORRY" I cannot help you.
Damon job, is to prolong life of PayPal.com
as long as it possible. That's what he paid for with my and other people stolen money.

PayPal will go in History as the most
fraudulent and corrupted ".COM "

This is a suggestion for everyone. Don't take any payment that is in any way related to credit card payment. I own a retail fireworks company in Houston TX. We accept credit cards at our stands. We also have a web page at discountfireworksfactory.com where we take credit card orders. In the past, we have had people claim that their card was stolen, and people purchased fireworks with them. The credit card company asked for proof, so I sent them the signed copy of the reciept. According to them, that was not enough. Now we have to write a driver's lisence number on every reciept. In addition to this, the people with the cards have as much as 18 months YES 18 MONTHS!! to contest a charge, and believe me, every time you will loose. This may be why paypal is giving problems, but I am not sure. Get payment in cash or money order. I have had some minor goofs with paypal, usually mis entering info. Thanks everyone for posting here, i think my days with paypal are over.
