Please contact me, Phil Western, at [email protected] if you are planning any legal action.I think a class action suit against paypal should be organized and executed.They currently have several thousand dollars of my money and refuse to give it to me.

So can you get your money? If there is no restriction you should be able to request a check or withdraw it to your bank account.

Hi Kanin,

I don't have your documents, as you were advised in an email (I don't work in the customer service center, which is where you would have sent them to initially).

I also advised that I would be more than willing to guide your case through account management.

A check on whois.net will advise why we have an issue with your web site (A country we do not service, which also has a corresponding high fraud rate).

Hello Damon,

I have faxed all necessary documents including a government issued passport,
Bank Statement, and a utility bill. The restriction was restricted after the I faxed the documents, I have a confirmation email to that effect and also have proof that Paypal received the documents.

My business is based in Nevada USA, My Bank account, confirmed by Pay Pal is Bank of America.

I would appreciate your direct answers to these questions:

1) Are you going to help me solve this problem is like you mentioned in your earlier message?
2) Why is PayPal freezing my money 120 days from the so called investigation date when my product offers only 30 days money back guarantee from the purchase date?
3) I have confirmation that PayPal has received my documents verified them and even lifted restriction on my account, then why was the account closed after it was verified?
4) PayPal has received all my documents I have confirmation to that effect, if you need, I can refax the documents but only on your word that my funds will be released immediately after receipt of my fax.

Failing this I have not choice by to join the Class action lawsuit going on against PayPal, report this case to the Attorney General and also to the FBI Internet fraud website.

I would very much rather just have my money back, but failing that, I really have no choice.

I repeat, I have confirmation from Paypal that they have received my docments. I can fax you the copies documents again on the understanding that you will resolve this problem for me.

The domain is owned by me. You can check the whois.net. You can also verify that I am the President and CEO of Sol Software USA Inc. a Nevada Corporporation which owns, operates and is making sales from the website. The Sales from this PayPal account belongs to a US corporation and has been reported to the IRS as the corporate income. Is PayPal discriminating against me becuase I am not a US citizen and using this as an excuse to hold the funds?

Please get back to me urgently before this gets out of hand.

Papal lifted the restriction and then sent me an email locking my the account on the same day. I am not able get to my funds.

Hi everyone,
maybe theres some hope I have found a new PayPal Fraud complaint forum at http://mfg-buyback.dns2go.com

it seems that alot of people have problems with them put your complaint on their list
and help them start a class action suit against paypal. they are also open to suggestions and other links to build their site to get the FTC and Law enforcement to follow through for everyone with problems with paypal not just big money problems.

I'm an ebay seller and have had PayPal for 2 years. It was originally set up as a Personal account, and I assumed that what it was. I just sell personal stuff occasionally. I just sold a bunch of stuff these past couple of months and recently noticed that you've been charging me fees that have just recently shown up in the last couple of weeks. None of my previous statements from PayPal showed any fees. I called your toll-free # 888-221-1161 to find out why - and spoke with a person called "Nettie", who told me that my account was a Premium Business account. She said it was changed back in December 2000, which came as a complete surprise to me.

I asked if she could send me some kind of confirming data - email, statement, something showing where the order came from, because I would never knowingly have "upgraded" to a business account. I am NOT a business, and have never taken credit cards.

I asked her to send me some confirmation and she said they "couldn't". I'm asked several times to speak to a Manager on this. This person called "Nettie" then threatened to terminate the call if I didn't stop asking for a Manager. I called back & spoke with another person (a man) who also took a message for a Manager "When one becomes available." About an hour later, I got a message on my office phone from Stephanie (ext. 2116) saying the person who answered the phone was right, the fees would not be waived. I called twice and left messages to speak with her but so far have had NO direct communication with anyone at your company.

Who knows if I'll hear from anyone? PayPal did send me an email confirmation that my account has been "downgraded" to a Personal account, which leads me to believe that if the account had been upgraded in the FIRST place, I would have received SOME notification!

PayPal also said that if my account was upgraded again, I would NOT be able to downgrade again! I NEVER UPGRADED IN THE FIRST PLACE and HAVE NO INTENTION OF EVER DOING SO.

How does one prevent this from happening? PayPal has no system in place to insure accounts status, that this kind of thing does not happen again. Their "History" page is also deceptive, and does not disclose all the fee details. Maybe they have some software glitches that allow this kind of thing to happen.

That is very easy, do like thousands have been doing, close you PP account and take MOs or another service that has some credibility.
PP are the worst I have ever seen and I am still surprised that they are still in business. I guess it's easy to be in business when you can continually steal from your customers without any consequences.

Damon, why time after time do your customer service reps not let you speak directly with a manager? Every other company I've ever called (that I can think of) lets me. Furthermore, I read about a time where the CSR transfered the user to a manager because the user's contact information was wrong. How is it that no managers are ever available unless the CSR wants to transfer you to one?

Hi starcatz,

I reviewed your account issue and found the following (which has been relayed to you):

a) the date you logged in
b) the time you logged in to upgrade the account
c) that fees have been charged since the upgrade went into effect

Fees have been charged ever since the account upgrade went into effect, which would have been notable in your transaction HISTORY. I would have been willing to give the benefit of the doubt if you did not notice this issue for nearly 1.5 years after the original upgrade. I am sorry, but we will not be making any fee adjustments here.

Today Is Oct 12th RE: paypal seller protection. In April 2002 we sold a Jewelry item on ebay for $1535.00. The customer decided they didn't like the item but all sales are final. The actual value of the item was $2600.00. We refused to refund. Keep in mind this was in April. In September I went to check my balance other payments and my balance had been at 250.00 or so. I found that my account had been restricted and I recieved an email that the customer had done a charge back with his credit card but this was in September 4 MONTHS later. I immediately sent the required proof of signature conformation and all the required information. I had followed the seller protection policy requirements to the letter. I called and a representative told me that I had done everything I need to do and that Paypal would fight for me and even though the buyers credit card company would get the cash back that I would be reimbursed for the lost and paypals would be the one to take the loss. It would be 30 days later and boy did I feel duped! I get this email stating that my account was in the negative balance and I needed to take care of it. The next day ( the 30th day of the so called investigation) Ha! I get an email saying the reversal was to stand because Paypal only protects against stolen credit card purchase or buyers who receive the merchandise and Fraudulently say they didn't. FOUR months LATER! ....and then waiting like a silly being lead to believe I was protected against charge backs for another 30 days for their "investigation", Very Naughty, when they could have told me I wasn't covered anyway. Every one who paid for their items that week ended up getting them but I never got paid for them including shipping, etc. It was as if I got up and when to work on Sunday thinking it was Monday! I canceled my on file CC"s immediately and canceled my bank account and added a letter for not allowing Paypals to have excess to any account. But This is so very sad!!!! Thank you "NOT" Paypals. This actually put me at a point where my little business is now in major jeopardy. I don't know if there is a class action suit and If I would be eligible but I wouldn't hesitate to join in if there was and I am! Laurra

Lordav -- the information about PayPal not covering you due to the type of chargeback might just be a form letter, and they might actually be fighting for you to get your money back from the cc company. You should call and ask, or ask Damon to look into it ([email protected]).

chargebacks usually occur within 60 days of sales,not 120 days.
but if your customer complains to his cc issuer that he is not satisfied with the merchandise and he tried to return the item and you refused,his cc issuer could side with him.
it looks like you are losing the chargeback,why dont you ask your customer to return the item,at least you will have your item back.
if the item is really worth a lot more than what he paid for,as you have stated,you should have no problem selling it again.

Hello my name is Paul. And i just had my paypal account locked this week.

Some people sent me money in my paypal account.

I don't know who these people are. paypal is telling me its fraud.

the problem is that i thought the money was comming from somewhere eles so i had the money go into my bank account.

now my account is locked. And paypal tells me i have to give them the money back.

What should i do now?

when someone sent you money,paypal would email you and tell you the details-how much,what for and from whom?
so how can you assume payment from XYZ is from ABC??
you have to return the money to paypal,then your account will be unlocked.

Its 2:00 am and for the last 3 months I have been losing sleep over the $4805 paypal took from me. if there is a class action lawsuit somewhere someone please contact me, I am doomed with this kind of loss. What has happen to all of you has happened to me, i have tried looking at the some 3000 complaints at the San Jose BBB but it has not been much help, my email address is [email protected]

Good luck with Pay-enemy. I was taken for some $$$ too. I do my part by not doing business with anybody who only uses them. You need to tell them why you are not using thier business so they will see the neg effect PP has and maybe leave PP too.

Paypal has changed it's modus operandi, which to my mind is an acknowledgment of culpability and liability.

Damon isn't helping you people much. I notice all the posts thanking him for his help, not.

If you live in California, go to the Secretary of States office and, for five dollars, they will tell you whom accepts service for Paypal. Then sue them in small claims court for $5000.00. Take your documentation for the actual amount and costs to court with you on the scheduled day.

PAYPAL HAS TO SEND A NON-ATTORNEY REPRESENTATIVE TO THE COURT OR THEY LOSE.

Glad I came here. On the outlook I posted UPS DIRECT vs.PAYPAL UPS.

I signed up on pay pal with UPS, yesterday. Been shipping with a commercial account for 4 years. sending the same packaged product. relist, relist.

Directly off the ups site,,$12.31.

Going through the SHIP, on pay pal.

$19.00!!!!!!!!!

At the bottom of the paypal page "This shipping cost is the same as available directly from UPS. There are no added fees for using paypal to create your shipping label.


HAHAHAHAHAHA, HAHAHAHAHAHAHA, HAHAHAHAHAHA!

I have done and re done these calcs many time in the last 24 hours and It's the same.

Oh!!!!! I got a phone number for pay pal from the UPS people.

1-888-221-1161. Current as of this writing.

HA! I also got an e mail address from the rep. I spoke with!

I beleive this is a personal e mail account he gave me as he did show genuine interest in this situation and wanted me to update him.

I have been listing things on ebay for about 1.5 years now and i have always trusted ebay and paypal. Well i bought a gateway computer for me just because i needed a new one on ebay,the transaction went well all things worked out and paypal was great.I went on vacation on a monday and got back the next tuesday and i checked my email expecting to have quite a few,I noticed i had a few from the person i had bought the computer from and from a buyer of some of my merchandise.well i opened them and i read that i was being sued for $5000 because paypal had done a chargeback because they had limited my account for an illegal reason.i am now going to court witht his person and we are about to sue paypal because they illegally charged his bank account and he was unable to pay his bills so he got kicked out of his appartment.all of this would not have happened if paypal had not acted illegally not emailed us telling us we would see the charges soon.But the part that angers me the most is paypal told us they would be keeping the money which was $850 which is'nt right and i dont think it is legal . they told us that paypal reserves the right to keep all chargeback money they get so that means that they do nto give it back to the people who payed me with it ,they do not give it back to me,and they do not give it back to the seller .so i payed him double because of this and we are now seeking lawyers to sue paypal for $12,500 for damages they caused him and me.and when we called the technical support line they said it isnt our fault if we sent it to the wrong email that is your fault for having an email that is confusing to the computer.anyways my point is paypal sucks and this is another case where they were unjunst in doing buisness and we hope they will change their ways and become the company they once were.
