Well, I sure hope they do cooperate with me. I have to supply them with a subpoena in order to get any information about the fraudsters...privacy laws unfortuntely protect thieves as well. I have a name, address and instructions on how to go about this. I Sure do hope they come through for me. Thanks again.

I dont have these problems in my auctions because i never did trust another company taking care of my money. This is the reason i always take money orders, cashier checks or personal checks with a 10 day hold for personal checks. i have only had one bad experience in 2 years with a check and the person made it good.

After having my account frozen for 3 weeks I seriously considered dropping Paypal as a payment option. After all, there is no benefit to me, it's only there for the convenience of my customers. However, many people do like it so I decided to keep my small account with its $100 limit in credit card payments (I refused to give out my Credit Card or Bank Account information). I removed all mention of Paypal on my auction pages unless you go to a separate auction information page where I tell people the problem and ask them to check with me before using it. Also some people ask about it on their own. Whenever there is more than $25 in the account I withdraw it so I have the option of walking away with a loss I can manage. It's worked for me so far but if I have any more problems I'll drop them in a NY minute.

After reading this entire 10-page message board, hoping to find info on a class action lawsuit, I found none. However, I just today called a supervisor at EMCC, who is handling collection of payments from the line of credit fiasco back in October/November of 2000 (remember that one?) and he told me that x.com was being sued in a class action lawsuit "big time" - his exact words. He would not divulge any other details, but I suspect he knows more than anyone here does. If I find anything out I will post it here. Meantime, if there is any information email me at [email protected].

Just an update, in short my account was frozen last september 2000. Yes I know its already june 2001. My account was frozen
with no explanation, after complaining
and talking to everone my account was then
blocked. This mean I can not even access my
account..

These CROOKS THIEVES Or Whatever have
stolen $1058 of mine. Thanks a lot..
I have a great reputation on ebay but
PAYPAL does not care about this..

I am very interested in a class action lawsuit or an eager attorney willing to take this on. I have all correspondence with paypal saved and all email with my customers and so on.

Here's the way they stole from me..
Email as follows:

Dear Mr. Haber,

Thank you for contacting PayPal. We apologize for the delay in responding
to your service request.

I am sorry Mr. Haber but after escalating your account to our Accounts
Review Department in our corporate office, the determination has been made
that your account will remain locked. You are free to take whatever
actions you deem necessary at this point, however I will not be able to
assist you further.

Problem! Trouble! How can Paypal still in business?!?! I have only problem with Paypal and they got my $900US without any reason that I can accept. I won't tell my long story here, but please go to my ebay page to see what Paypal "stole" my money (http://members.ebay.com/aboutme/maple125/).

Pretty easy to be in business when you can fill your account with OPM (other people's money) and draw interest on it.

Then they have moles here who say they have nothing to do with PP, but a select few will always defend them and usually saying it's your fault somehow for trusting in PP. Their replies are verging on ludicrousness. Any 4 year old can see through their BS.

Just look thru the msgs and you will quickly see who they are. I can't say who the GUY is or I'll get spanked again for telling the truth.

Hi maple125,

You were defrauded by a seller. PayPal is a payment service, which means we can't control the actions of an individual party you are buying from (that is listing at another venue).

Hypothetical question? If you had written a check, or sent a money order, and the item was cashed, would you be blaming the bank/money order issuer?

Our Buyer Complaint Process is clearly stated in our terms of use, as well as what the program does. I certainly sympathize with any user that has been defraudued by a seller, but the fraud was not done by PayPal.

I have also advised you that I forwarded your case to the Buyer Complaint team for further guidance.

The seller told me Paypal reversed my payment and locked his account right after I filed the complaint. Can you tell me where the money are now? Also, how can Paypal let the seller withdraw money when so many people complaint about him/her?
When will I get the respond from Buyer Complaint Team? Do I need to wait another 30 days? or longer?

I came across this messege on the auctionwatch website. I have had so many problems with PayPal. In the last two years, I have had a verified PayPal account. About a month ago, I tried logging into my PayPal account and it was suspended. No surprise, I've had my account suspended 5 times for no reason at all. I call them over 10 times, when they transfer me my call always gets disconnected. I email them several times, no reply. Today I tried logging into my account, and no my account has been closed by PayPal! I have about $400 in there. I have an online business, and now I am loosing more money in addition to the $400. They will not reply to any type of communication, by mail, email, or phone. The first time I called them about my account being suspended, they ahng up on me. We pay them commisions for this? We need a to file a lawsuit. Please email me, [email protected]

Damn now here comes a policing agency that suggests but has no proof of a pyramid scheme(guilty before proven). Isn't multi level marketing just that. Isn't AMWAY just that. Isn't paying for referrals a marketing scheme. Isn't gambling illegal in most states yet they are advertised that they can be used to fund casino accounts. Are they the new internet police or the real ANTI-CHRIST

Paypal has really goofed! They suspended our account for transactions that belong to another paypal account. Here is the email we received!
Your account has been restricted due to recent complaints we
have received regarding non-shipment of merchandise, or problems
with merchandise shipped. Specifically, we have initiated an
investigation into transaction on behalf of the buyer. To assist
us in resolving this matter and to remove the restriction on your
account, please us with the following information:

1. The item or service that was purchased and the value
2. The name and address given to you by the buyer
3. Whether or not you have shipped the item or performed
the service
4. If an item was shipped, the company used for shipping,
date of shipment, and tracking number of the shipment

The funny part is that I went into my paypal account and did a search for these customers and I have discovered these are not in my history trail. These customers belong to some other paypal account. So I dialed paypal an hour ago and they took the info and admitted on the phone that these customers are not in my database and then put me on hold. I am still on hold while I make this report. My problem is that we are in the middle of a $10,000 pay per click campaign with the major search engines and we orders rolling in left and right for Christmas gifts. Just today we have received 41 paypal payments. I am not really upset by the restriction which is normal at times for paypal. The bad part is our firm has pulled all of our paypal orders for the last 7 days and put them on hold for delivery pending this matter resolved. We do have regular merchant accounts and we are now prepared to email each customer to inform them there order will not be shipped due to this error by paypal and we will have the customer file a chargeback to get the funds from the account since we cant access them and we will have our customers order direct via our normal merchant account. This will be 200 plus chargebacks and could cause negative consequences for both firms. So as I am still on hold for such a large issue I wonder how many people will not get their gifts for Christmas?

I think this is much along the same lines, but if anyone has specific details similar to this, let me know.
On October 1st, there was a transaction of $900.00 made via my account for something I never purchased, or received. I contacted my bank, and filed an affadavit with them for the money back. It was returned immediately. I then contacted Paypal and they locked my account with a balance of -900.00. As I was told that this would be a "quick process", I continued to accept payments for auctions online. I accrued almost $1800 in payments, and my balance now stands at a little under 900.00.
It's now been well over 30 days since I sent in the affadavit.. which had to be faxed three times, due to "power outages" the first couple of attempts.
I've heard nothing from them except that they are "getting to it".

What can I do??

I think we should all take action against PayPal. Let us not just sit around and get pushed over by this company doing business in such a shady fashion. I really felt like they just told me to bend over again after I got scammed by a felon. I also believe we should all organize a picket in front of PayPal in Palo Alto and get our messages across to the mass media.

Furthermore, I am spreading my warning, not slander, across multiple major forums on the Internet. These forums are where the major traffic are, and this is why PayPal has hired PayPalDamon to do damage control. I suggest you all post your stories to other major sights such as slashdot.org, forums.anandtech.com, community.infopop.net, etc. These are not competitors to AW, but other places to get your messages across. They are also forums where I've seen other "PayPalDamon".

I also want to remind us all that PayPalDamon is not whom we are after. He is merely a wage earner at PayPal. If he is actually one entity, he is a really hard worker, and should be treated with respect as an individual. If I owned a company, I would hire him as a real PR manager and save him from doing all this slave work that PayPal has given him. If PayPal actually had hard workers like Damon on customer support, we would all not be here.

Please spread the word. PayPal, the company, cannot be excused.

I too am having problems with PayPal and have posted a long post under paypal scams if you wish to review it. I've never heard of the phone number you listed. If you go to Help in Paypal and down on the bottom click on Contact Customer Service, there is a 1-800 number that I always call and they have given me the answers I needed. Hope this helps. I am withdrawing from PayPal and just staying with c2it, yahoopaydirect and Billpoint because none of them charge fees.

I would like some help with Paypal, Currently My paypal account has whats called a rolling reserve where basically they rob 5% on top of the 3.9% from each transaction which they did with no warning. I called them and they basically said that the type of product I sold had a high chargeback rating So they put my account into this status of high fees and I then encountered that 5,000 dollars which i had stored in paypal was locked into what was called a rolling reserve. I can not get this money till I close my account and then I have to wait 6 months to get the money supposivley. So I figured ok I will close my account little to my surprise I couldnt close my account so I called up Paypal and asked why I couldnt close it and their associate wasnt aware of whats called a rolling reserve she then put me on hold and found out more info on it and said I couldnt close my account while my account had this type of status on it. I asked her what I could do and she had no idea she wouldnt let me talk to a supervisor. She then said she would email another dept and they would get back to me within 24 hours and of course they never did. So now I can not close my account and I assume im out of 5,000 dollars. I am selling various Electronics Products. Now since Christmas my account has been restricted do to a few complaints which I have supplied valid tracking numbers for each item I have 348 verified buyers and yet the restrict my account with almost 7,000 dollars in my account. Now I am unable to purchase product for my customers which I assume is going to lead to many more complaints all because paypal doesnt understand that if someone has 348 verified buyers and a few complaints which the seller supplied tracking numbers for that maybe their shouldnt be a restriction. Especially when you deal with electronics and honor your 30 day money back guarantee's etc. Their are always going to be refunds and how can people be refunded when the funds to refund them and to buy new merchandise is basically frozen in an account. According to the bank where I do business with only the Irs or Federal goverment can freeze any funds on a person.

PayPal is the MOST ridiculous, insane and idiotic Web service I encountered in 5 years of using Internet. I opened an account with them over 2 years ago and was very excited at the beginning. I cooled down a bit after I had to go through a bunch of hurdles just to get my money to them. After that I was able to do exactly 1 transaction after which my account got restricted preventing me from being able to fulfill my financial obligation to someone I dealt with. After exchanging of dozen e-mails with them the problem was still not resolved. Every time they were asking me to fax them more and more documents confirming my identity. I was never able to get a clear answer of what happened and why my account got restricted. Them purposely not leaving any telephone #s for contact is frustrated me even further. I was so upset that I was ready to drive to their headquarters in Palo Alto that is 30 min away from where I live, however I could not confirm their address. Unfortunately, some family matters de-railed me from resolving this issue and I actually even forgot about this all together due to other family priorities. A year later however, I accidentally re-discovered that I still have a $1000 in there which I really would like to recover. I was amazed that during this 1 year period NO ONE from Paypal contacted me about my money. I had a feeling that they just WANTED me to forget about this and keep using my money. I renewed my efforts to get my money back and tried to follow whatever steps of lifting the restriction that they describe at their web site. First I had to wait to get a statement with the stupid $1.95 charged to my credit card and sending them the required # back. Then faxing again my credit card statement and copy of my driver license. All that to receive an e-mail that "unfortunately, they still can not remove the restriction from my account and need a recent bank statement". I then put my best effort in finding their tel. # which is402) 935-2000. After being on hold for 1 hour and 10 min(!) the representative told me that I need to speak to the Restrictions representative and quickly transferred my call before I had a chance to ask her what is their tel#. Again I was put on hold for another 1 hour and 35min(!) - I had to miss an important meeting at work because of that. Finally I got connected and the person told me that the driver license was not readable (I scanned it on 1440DPI scanner and printed in on photo printer - it was perfect copy) and that they do not accept electronic bank statements. I asked her what should I do if I do all my banking on line and do not receive statements. She replied that it is my problem to resolve. At this point, I completely lost my patience and told her that I would like to close the account and have them send a check to me. I was surprised when she quickly agreed to do this. She said it will take 1-2 weeks to receive it. I am waiting....
The bottom line - this is the worst service and Internet experience I had to date. I would absolutely love to entertain the idea of suing them for my lost time and me not being able to use my money for 2 years.

They are going to make some interest off of your money for a few months. Thats obviously the reason they froze your account. Think about it, you never had a problem until you went to withdraw the 10,000 that PayPal was currently drawing interest off of. They had to keep that money there somehow. PayPal remains unregulated by the government and pretty much gets away with things such as this. They might give you your money back some day. Good Luck.

Thank you! Finally, somebody from PayPal who is actually replying!

Damon, Conflicting information was not reason that was given to me when PayPal locked my account. The reason PayPal gave in an email to me was, and I quote “this account has been permanently closed due to violations of our Terms of Use. This decision may not be appealed.”

Also the reason PayPal gave for freezing my account was, and I quote again:
“The funds in your account will be held for 120 days from the date of the last transaction, to cover any buyer complaints or chargebacks that are received. You may contact us after May 28th, 2002 for a status of ANY REMAINING FUNDS in your account.”

And when one of my customers approached Paypal for a refund, PayPal sent him an email saying the seller has to log into his account to send the refund money. Nice! Of course, the account is locked, how will I send?

First PayPal holds my money incase of refunds, and then tells my clients that, I, the seller, have to log into my PayPal account to issue a refund. But of course, the account is locked and I can’t log in!! So what are you really holding my money for?

What is very clear is PayPal doesn’t want to let go of my funds!

Please tell me exactly how and to whom, can I get this so called conflicting information resolved? I have previously submitted all documentation to PayPal when my account was restricted, including my Passport copy, utility bill, and a copy of my Bank Statement. You have all the info you need, to verify my details.

My business is getting hurt, my customers are complaining; if you really can offer a solution, DO IT NOW!. I will wait until February 6th before taking any action. Trust me, I have a very long list planned out; the first step will be reporting this case to the Attorney General.

Please give me your phone number (that works) and I will contact you immediately to resolve this.

Thanks for your email of February 5,2002.

I have faxed all neccessary documents as required by PayPal to verify the account.
I even had the restriciton lifed.

The reason is that PayPal's web forms did not have the option of selecting USA as the country business address.

The bottom line is PayPal has verified my account info, then why the lock up without any warning ?

Shutting down our account and freezing our funds without any warning has affected our business badly. What PayPal has done has hurt our business is "unfair business practice".

You have said in the your message to me at auctionwatch.com (http://www.auctionwatch.com/mesg/read.html?num=10&thread=1257&id=2268)

that "we can verify what you have submitted through documentation, then the issue can be resolved." I have submitted all required documents and have PayPal's confirmation email to the effect. PayPal has no reason to hold my funds.

Please release my funds immediately.
